Section 106 monies - ideas

£150,000 is being made available by David Wilson Homes as a condition of their development of the estate. This money has to be spent 'for the benefit of Scraptoft Parish'.

At a public meeting on June 28th the following suggestions were received. There is still time to make further suggestions to the Parish Council. Please email the clerk (see 'Parish Councillors' link). All ideas will be discussed at the Parish Council meeting on Weds July 2nd, 7 pm.

Suggestions of how to use ‘106’ monies (in no particular order)

Parish Council

1. Put up a new notice-board in David Wilson Estate

Youth facilities

1. Create a playground with swings and big slide on David Wilson Estate
2. Install youth shelter and goal posts (possibly on 106 land)
3. Create a Youth Club in conjunction with Thurnby and Bushby and possible input from De Montfort University Youth Work team

The Green (in front of Scraptoft Hall)

1. Install bollards to prevent parking and create a garden with gardener
2. Create a car park

Traffic

1. Close Stocks Rd to through traffic
2. Narrow the wide entrance to Scraptoft Rise from Scraptoft Lane
3. Install speed bumps on Main St and Scraptoft Rise
4. Sort out right of way Main St/Beeby Rd into Church Hill
5. VAS signs

Edith Cole Memorial Park

1. Make wheelchair friendly paths and better access

Scraptoft Hall grounds

1. Restore public access

Scraptoft church

1. Donate money to help restore church roof (30K needed)
2. Create disabled access

Village Hall

1. Set up fund for maintenance and improvements
2. Allow parish residents to rent hall at reduced rate
3. Employ cleaner/caretaker
4. Redevelop inside to improve kitchen and provide storage area for clubs and societies
5. Extend the village hall, (or build an entirely new hall on the 106 land off Beeby Rd, see below)
6. Install loop system for hard of hearing (explore grants for this)
7. Create an after-school club (in village hall)
8. Employ people to run 'drop-in' coffee mornings in Village Hall, with toys for kids and wireless hotspot for internet

106 Land (off Beeby Rd, behind David Wilson Estate)

1. Build a new village hall
2. Use for allotments
3. Install youth shelter and goal posts (cf 'Youth Facilities')
4. Create tennis courts

Miscellaneous

1. Establish a fund to fight future building developments on green belt land
2. Appoint a Community Development Officer to encourage clubs and activities

Aylestone St. James Rugby Club

1. Floodlights
2. Re-roof clubhouse
3. Conference facilities
4. Creche, etc.

Section 106 Money to be spent!

All are invited to a public meeting 10.00-12 noon Saturday June 28th in the Village Hall, to discuss possible uses of 'Section 106' monies.

This money, which has become available as part of the terms of construction of the David Wilson Homes estate, must be spent for the benefit of the parish. The total available sum is £150,000.

Parish Plan

The Scraptoft Parish Plan is currently writing up the results of its survey. 197 questionnaires were returned (one third the original distribution).

Preliminary headline results include:
97% asked for a playground;
77% raised the issue of speed with 94% specifically mentioning Station Lane;
64% raised parking issues along Main Street.
